The Kadriorg Art Museum is located in the Baroque palace constructed by Tsar Peter the Great of Russia in 1718. The abundantly decorated main hall of the palace is one of the most exquisite examples of baroque architecture not only in Estonia but also in Northern Europe. The permanent exhibition of the museum displays the largest collection of Western European and Russian art from the 16th–20th centuries in Estonia.
